This also explains the behavior of a guy at a car wash in Seattle when I was there last month. I had a couple of tokens left over, and I wasn't going to need them as I was leaving for Canadia... so I approached a guy who was getting out of his car at the next bay to offer them... he turned around to immediately get back in his car until he understood I was 'giving' them to him. Then he got out and was grateful. Thinking back to Luke@Tirerack's story of being accosted at a car wash, I should have clued in.
